Activities for practicing specific types of converations

I have loads of different activities to do with the kids when they are learning vocab, and building basic sentences. But I am struggling for ideas when it comes to whole conversations e.g. calling the emergency services. The vocab and grammar aren't too hard, so they can jump into making the conversations after about 20 minutes.

I am giving them a situation (e.g.You are Ichiro. You saw Matsui get murdered at Yankee Stadium!!! Call 911!) and then having them write out the script for the phone call. That takes us up to maybe 35 minutes at best.

I need to make another 15 minutes of this lesson.

Problems-
1) It's a class of 40 eighteen year old techical high students, they wouldn't play a game if i paid them.

2) If you tell them to speak to each other in English, they will actually speak in Japanese unless you stand right over them.

3) They hate English.


Any suggestions?

Everyone likes watching TV...

Show them a video from a movie or something of someone making a 999 call...
